Amazon says it plans to invest more than 16 billion euros in Germany in 2027. It made the announcement on Oct. 20 at the federal government's Invest in Germany Summit in Berlin. The one data center figure in the announcement is 4.8 billion euros to expand the AWS Europe (Frankfurt) Region in 2027, according to Amazon's announcement.

The 16 billion euros covers more than cloud. Amazon said the money will go to data centers and AI infrastructure, its Amazon Leo satellite internet business, logistics and Prime Video. Apart from the 4.8 billion euros for Frankfurt, the company did not say how the total splits across those businesses. For the Frankfurt expansion it gave no site-level information: no campus locations, no megawatt figures and no construction schedules.

What Amazon Announced

In the summit release, Amazon put the Frankfurt figure in the words of Stefan Höchbauer, a vice president at AWS. He said 4.8 billion euros are planned to expand the AWS Frankfurt Region through 2027. ChannelPartner, a German IT trade publication, reported the same figures independently. It described the amount as about 4.8 billion euros for cloud and AI infrastructure in the AWS region around Frankfurt am Main, and noted that Amazon initially gave no further details.

The release also included these figures, all stated by Amazon:

  • Jobs: more than 40,000 permanent employees in Germany, 3,000 of them at AWS. ChannelPartner also cited about 3,000 AWS employees in Germany.
  • Sovereign cloud: the AWS European Sovereign Cloud in Germany has been generally available since January 2026.
  • Energy: Amazon says it has enabled carbon-free energy projects in Germany with a combined capacity of more than 1.3 gigawatts.
  • Water: Amazon has a goal of being "water positive" by 2030 and says it is 75 percent of the way there. A third water replenishment project with the German conservation group NABU is due to start in fall 2026.

The release quoted Amazon executive David Zapolsky and Germany's federal economy minister, Katherina Reiche. "High-performance data centers are the foundation of the digital economy," Reiche said, as quoted by Amazon.

Cooling and Water: What Amazon Says

Water use is often a focus for communities near proposed data centers, and Amazon addressed it in the announcement. The company says all planned data centers in Germany will use harvested rainwater when evaporative cooling is needed on the warmest days. It also says its German data centers use free air cooling with no water involved roughly 95 percent of the time.

These are Amazon's own figures. The company did not say which facilities they cover, how much water those facilities use in a year, or how much rainwater-collection capacity a site will have. The releases cited here contain no independent measurement of these claims.

How the 2027 Figure Fits With Earlier Spending

On Oct. 15, days before the summit, Amazon published a German-language release saying it has invested more than 100 billion euros in Germany since 2010. According to that release, Amazon invested 15 billion euros in Germany in 2025, 1 billion euros more than the year before. Amazon also said already-announced projects would add more than 3,000 logistics jobs, and that it would announce further investments at the summit, which ran Oct. 19–20.

The same release said Amazon invested 9.6 billion euros in the AWS Frankfurt region's data centers from 2014 to 2023, and that in 2024 it announced another 8.8 billion euros through the end of 2026. German retail trade outlet Retail-News listed the same earlier AWS commitments and added a third:

  • AWS invested 9.6 billion euros in the Frankfurt region from 2014 to 2023.
  • AWS had announced another 8.8 billion euros for Frankfurt through 2026.
  • Separately, 7.8 billion euros is planned for the AWS European Sovereign Cloud in Brandenburg from 2024 to 2040, according to Retail-News.

Neither Amazon release says how the 16 billion euros for 2027 relates to those earlier announced amounts. That includes whether any of the 4.8 billion euros was already part of an earlier plan. Readers comparing these figures should treat them as separate statements made at different times. Adding them together would not give a reliable total.

What the Announcement Leaves Out

The announcement gives a 2027 budget for the Frankfurt region but no physical details of what will be built. In the sources read for this article, there is nothing on:

  • which municipalities in the Frankfurt area will host new or expanded facilities;
  • how much grid capacity the expansion needs, or which network operators will connect it;
  • whether the spending goes to new buildings, more equipment in existing buildings, or both.

Amazon's release describes the 4.8 billion euros as a planned investment for 2027. Retail-News likewise noted that the 16 billion euros are planned expenditures for 2027, not investments already made.

On the logistics side, Amazon's summit release and ChannelPartner both say modernizations at Amazon sites in Bad Hersfeld, Dortmund and Werne are due to finish next year. Amazon says modernization at Koblenz, Pforzheim and Rheinberg continues through 2028.

What Happens Next

The spending Amazon announced covers calendar year 2027. Amazon has not published a site-by-site schedule for the Frankfurt expansion, and ChannelPartner reported that the company initially gave no further details. The next dated steps on the record are smaller. Amazon says its third water replenishment project with NABU, aimed at the Vogelsberg region, starts in fall 2026. Amazon and ChannelPartner say the Bad Hersfeld, Dortmund and Werne logistics modernizations are due to be completed in 2027. No Frankfurt-area data center project has been named in these sources.
